Due to this commitment, our operators and managers may need to make difficult decisions regarding delays or suspensions of services during inclement weather events.
We recognize that weather-related disruptions can be inconvenient, and we appreciate your understanding and patience. Below is a summary of key weather information, frequently asked questions (FAQs), and helpful tips to assist you in navigating these situations.
FAQs:
What happens if waste collection is delayed due to winter weather?
- Waste Management (WM) may delay collection services if hazardous road conditions or inclement weather make it unsafe to operate. If WM is unable to collect on your scheduled day, recovery services will begin as soon as conditions allow. Please note that credits will not be issued for delays or disruptions in service due to weather conditions.
Will storm-related debris count towards my 12 annual pickups?
- Each weather event will be assessed individually. In the event of a storm affecting the city, the Health & Sanitation Department may coordinate with other resources for yard waste cleanup caused by storm damage. If excessive debris results from a storm, exceptions may be made, and additional pickups may be allowed without penalty, even if it exceeds the 12-pickup limit for the year.
Where can I dispose of debris for immediate removal?
- Debris can be disposed of at the Madison County Landfill, located at 550 Aaron Long Rd., Jackson, TN 38301. The landfill is privately owned; hard hats and safety vests are required for all visitors entering the property. For disposal inquiries and costs, please contact the landfill at 731-424-6404.
Are there resources available for specific waste streams?

Helpful Tips:
Homeowner’s Insurance Coverage for Debris Removal:
- Many homeowner’s insurance policies include provisions for debris removal related to property damage covered by the policy. This usually includes damage to structures, fences, playground equipment, etc., but may exclude vegetative debris. Homeowners should contact their insurance providers to verify the extent of coverage.
Removal of Storm Debris from Private Property:
- Removing storm debris from private property is primarily the responsibility of the property owner. If a contractor is hired to clear debris, City ordinance requires the contractor to dispose of the debris as part of their service.

Commercial Garbage Disposal
Waste Management provides dumpster service to businesses that generate large volumes of waste. Rates are determined based on the container size and frequency of service. These charges are billed by the City of Jackson Health & Sanitation Department.
Commercial garbage accounts can now be paid online. You will need your account number.

Residential and Small Commercial Business Garbage
The City Ordinance sets the garbage disposal rates for residential and small businesses. These charges for this service are included on the utility monthly bills from Jackson Energy Authority.
Waste Management is the solid waste collection contractor for the City of Jackson. To receive notifications for holiday delays, weather delays, or scheduled changes from Waste Management, email your address to WMJACKSON@WM.COM to receive instructions.

GUIDELINES
RESIDENTIAL and SMALL COMMERCIAL BUSINESS GARBAGE
- Waste must be placed inside the contractor provided poly cart with lid closed.
- Weight limit for poly cart is 175 pounds.
- Carts must be placed at the curb on scheduled service days no later than 7:00 am.
- If you are qualified for hardship/disability services, the cart must be placed in front of the property, visible from the serviced street; and must not be placed in or on porches, patios, decks, garages, carports, or under any awning type structure. (Excludes small commercial business services)
HAND PILE (For residential only)
- Hand pile is a residential pile of yard waste or other residential waste that does not exceed 3' x 5' x 3' in size or a maximum of 10 bags, which the resident must place curbside for collection.
- A hand pile may not contain any bulk waste, construction debris, or unacceptable waste.
- These piles are picked up by Waste Management on garbage service days.
- The cart must be at the curb with the hand pile for disposal. Items must be placed at the curb, three (3) feet from the cart and not in the street or ditches.
BULK WASTE (For residential only)
- All bulk waste must be scheduled.
- Residential bulk yard waste must not consist of limbs or trunks that are longer that eight (8) feet or more than twelve (12) inches in diameter.
- No pile shall exceed 5 ft H x 8 ft L x 5 ft W
- Most appliances can be picked up; any appliance containing Freon must have documentation on the item from a certified service repairman that says the substance was removed.
- DO NOT place bulk waste near any personal property (ex. mailbox, fence, etc.), under low utility lines, in the street or drainage ditches, at fire plugs, next to a utility pole or support cables, or in any area that would impede the vision of pedestrians or motorists.
- Vehicles parked on the street can block access to piles and prevent pickup. Be sure your pile is accessible.
NON-COLLECTIBLE ITEMS
- Any waste generated by contractors or other such persons performing work on the residential unit's property for profit or personal gain and construction debris will NOT be collected (These shall include, but not limited to tree trimmers, general construction, landscape or yard maintenance, carpet installation personnel). Residents should be educated about this policy in order to protect themselves from contractor scams.
- No waste building materials resulting from construction, remodeling, repair, or demolition operations that are directly or indirectly the by-products of construction work or that result from demolition of buildings or other materials. These shall include, but not limited to lumber, shingles, cabinets, plumbing fixtures, toilets, tile, sheetrock, bricks, concrete, dirt, asphalt, sand, gravel, tires or other similar items typical of home repair, renovation, demolition, excavation, or remodel will not be picked up.
- No liquids or flammable or hazardous waste will be picked up. Household Hazardous Waste Collection Events are sponsored yearly for disposal of items of this nature.

New Rolling Carts FAQs
Can I use my own trash can?
- No, you cannot use your own trash can. The contractor's trucks are equipped to pick up the rolling cart using an extension arm, and they are not compatible with other types of trash cans.
When will I receive a cart?
- If there isn’t a cart on site, please contact Health & Sanitation. Allow 2-3 business days for the contractor to process and complete your request.
Can I get two rolling carts?
- The city will provide one rolling cart free of charge. If you need an additional cart, you can email H&S@jacksontn.gov or call 731.425.8545, but fees will apply. The provided cart is 90-96 gallons, which is much larger than what most households currently use, and it comes with twice-a-week service.
What do I do with large cardboard boxes that do not fit in the rolling cart?
- If your cardboard boxes don’t fit in the rolling cart, break them down and place them inside, ensuring the lid is closed.
- If the broken-down box is too large but still within hand pile guidelines, place it 3 feet away from the cart at the curb on your service day.
- For boxes that exceed hand pile dimensions, you'll need to pre-schedule a bulk waste collection.
- Alternatively, you can recycle your cardboard boxes at the Jackson Recycling Center, located at 74B Conalco Dr., Jackson, TN 38301.
What is a hand pile?
- A hand pile is a collection of residential yard waste or other waste that doesn't exceed 3 feet high, 5 feet long, and 3 feet wide, or a maximum of 10 trash bags weighing no more than 50 lbs each.
What do I do if my trash will not fit?
- If your trash won't fit, it will be collected on the next service date, as long as it can be placed inside the container or qualifies for a hand pile.
Do I have to bring my trash to the curb?
- Yes, unless you've submitted a hardship application and it has been approved by the City of Jackson.
How do I apply for assistance?
- Residents with a temporary or permanent hardship or disability can apply for assistance to continue receiving service at the front of the house. Please note that carts should not be placed on porches, patios, decks, garages, carports, or under any awning-like structure.

What can I do with my old rolling cart?
- If you're looking to get rid of your old rolling cart, simply attach a sign to it to notify the operators, and then place it on the curb for pickup.
Who should I contact for solid waste collection?
For questions concerning Waste Management, including "What is my schedule for regular household waste pickup?"
All garbage issues or service requests should be reported to the City of Jackson Health & Sanitation Department at 731-425-8545, H&S@jacksontn.gov or by reporting through the Ready 311 App. Residents receive two pickups per week on Monday/Thursday or Tuesday/Friday, depending on the district in which you reside. Carts should be placed at the curb by 7:00 a.m. on your scheduled days, as service times can vary by route. Collection schedules may be adjusted due to holidays or weather conditions. The cost of garbage pickup is included in your monthly Jackson Energy Authority bill.
What is the schedule for residential bulky waste pickup?
Bulk waste & bulk yard waste must be pre-scheduled.
Does the City of Jackson have a recycling program?
Yes, the Jackson Recycling Center is located at 74 B Conalco Dr. Currently, we are accepting cardboard, paper products, aluminum/steel cans, and plastics #1 & #2.
At this time, curbside recycling is not available due to the costs it would impose on customers. However, we are actively exploring affordable options.
Will you take my leaves?
Loose leaf pickup service is available to City of Jackson residents through the Street Department from November to March. After the season ends, all loose leaves, grass clippings, pine needles, and similar materials must be bagged for bulk yard waste collection by the Health & Sanitation Department. This service requires pre-scheduling for pickup.

Is there anything you will not pick up?
Waste generated by contractors will not be collected (e.g., tree trimmers, lawn/landscaping services, general construction, and carpet installation crews). Contractors are responsible for hauling their waste to the landfill.
Residents are encouraged to be aware of this policy to avoid falling victim to contractor scams.
Construction materials like shingles, bricks, concrete blocks, dirt, asphalt, gravel, tires, sheetrock, toilets, cabinets, flooring, and similar items will not be collected.
Liquids, as well as flammable or hazardous waste, will not be picked up. Household Hazardous Waste Collection Events are held annually for the proper disposal of these types of items.
Can I burn yard waste?
Burning trash, leaves, or other refuse outdoors within the city limits of Jackson is illegal. To report illegal burning, please contact the Jackson Fire Department.
Do I need to submit a ticket or call for bulky waste pickup?
Yes, eligible residential customers must pre-schedule this service. Please note, bulk waste collection does not apply to commercial properties.
